Caps out-of-pocket costs at $25 per 30-day supply for covered insulin drugs and $25 per 30-day supply for insulin-related medical supplies (glucose meters, test strips, lancets, ketone testing supplies, glucagon, pen needles, and syringes)

Applies to individual and group health benefit plans issued by insurance companies, nonprofit health service corporations, and health maintenance organizations, as well as North Dakota Public Employees Retirement System coverage

Prohibits health plans from imposing deductibles, copayments, coinsurance, or other cost-sharing that would cause out-of-pocket costs to exceed the $25 limits

Excludes insulin pumps, electronic insulin-administering smart pens, continuous glucose monitors, and Medicare Part D plans from the out-of-pocket caps

Passed the House 59-27 and the Senate 39-7; removes the July 31, 2025 expiration date from existing public employee coverage provisions
