Adds a new definition for "pre-engineered structure" as a building with manufactured roof and wall components assembled on-site, requiring plans stamped by a certified architect or engineer and compliance with state building codes

Maintains the existing $200,000 threshold requiring architect or engineer plans for standard public improvement construction projects

Creates a new higher threshold of $1 million for pre-engineered structures before architect or engineer plans, drawings, and specifications must be procured

Excludes infrastructure regulated under environmental and water resource chapters (23.1-01 and 61-28.1) from the pre-engineered structure definition

Introduced at the request of the Parks and Recreation Department and amends sections 48-01.2-01 and 48-01.2-02.1 of the North Dakota Century Code
