Expands exemptions from competitive procurement requirements to include direct media placement expenditures (billboards, newspapers, radio, TV, digital media) and broadens Department of Health and Human Services training contract exemptions

Establishes new framework for multiple award vendor pool contracts with indefinite-delivery, indefinite-quantity terms, limiting primary contracts to 5 years and requiring secondary competition above certain thresholds

Modifies protest procedures by allowing electronic mail submission of protests, establishing specific 7-day timelines for decisions and appeals, and routing higher education institution appeals through State Board of Higher Education policy

Authorizes the Office of Management and Budget to adopt rules allowing state officials and employees to make personal purchases from state contracts when determined to be in the state's best interest
