Establishes military reciprocity provisions granting provisional three-year licenses without examination fees for active-duty service members, their spouses, and veterans within six months of honorable discharge

Updates licensure by endorsement to allow out-of-state applicants to obtain licenses without examination if they hold a license in good standing for at least one year and meet education or work experience equivalency requirements

Increases maximum license fees (e.g., cosmetologist original/renewal from $15 to $50) and adds new fee categories for establishments, independent licensees, and advanced estheticians, with the act effective January 1, 2026
