Increases the minimum notice period for municipal bonding elections from 20 days to 64 days after the governing body passes an initial resolution or qualified electors file a petition

Requires governing bodies to directly submit bond resolutions to qualified electors for approval, rather than submitting the question of whether to approve the resolution

Clarifies that polling places for bonding elections must be held within the municipality
