Prohibits individuals and private organizations from using public funds collected from political subdivisions or state agencies to directly or indirectly endorse or oppose candidates or ballot measures

Defines "public funds" as funds received through taxation, appropriation, fees, grants, or other revenue sources that are used to pay dues or contributions to private organizations

Grants the North Dakota Ethics Commission authority to investigate alleged violations and assess civil penalties of up to $500 against violators

Maintains existing prohibition on using state or political subdivision property and services for political purposes, including vehicles, telephones, postage, buildings, and employee time during work hours

Allows factual voter education on ballot questions as long as the information does not advocate for or against the measure's adoption or rejection
