Amends the definition of "excavation" in North Dakota's one-call excavation notice system to clarify exemptions for road maintenance activities

Changes the paved road maintenance exemption from "does not change the original grade" to "does not extend deeper than the depth of the existing pavement"

Adds a new exemption for normal surface maintenance of gravel roads and streets if the maintenance does not involve the road ditch

Passed unanimously in both chambers: House vote 87-0 and Senate vote 47-0
