Extends the moratorium on adding new basic care beds to North Dakota's licensed bed capacity from August 1, 2025 through July 31, 2029 (previously set to expire July 31, 2025)

Extends the moratorium on adding new nursing facility beds for the same four-year period, from August 1, 2025 through July 31, 2029

Maintains existing exceptions allowing new basic care beds when nursing facilities convert beds, services are unavailable within 50 miles, existing beds have 90%+ occupancy for 12 months, or the department grants approval

Continues the restriction limiting nursing facilities to no more than two bed reconfigurations within any twelve-month period
