Absentee ballots must be received by the close of polls on election day; eliminates previous provisions allowing late-arriving ballots with valid postmarks to be counted

Secretary of State must prescribe a ballot printing vendor for all non-local elections, and county auditors must use outgoing, return, and secrecy envelopes prescribed by the Secretary of State

Prohibits the state and political subdivisions from using private entities to administer elections and from accepting private grants or donations for election operations (with limited exceptions like polling place use and poll worker food)

Extends the write-in candidate filing deadline for legislative district offices from 4 days to 21 days before the election

Adds new definition of "complete residential address" and requires petition packets for ballot initiatives to be submitted within 15 business days after approval or they are considered withdrawn
