Restricts compensation for initial claims filed within one year of active-duty release unless the veteran signs a waiver, and caps fees at five times the monthly benefits awarded with no upfront or nonrefundable fees allowed

Prohibits use of international call/data centers for processing veterans' information, use of veterans' personal login credentials, and requires background checks for anyone accessing veterans' medical or financial information

Violations constitute unlawful trade practices under section 51-15-02 and are subject to civil penalties; does not apply to VA-accredited agents, attorneys, or representatives
