Adds a member of the legislative council to the North Dakota Commission on Uniform State Laws, expanding membership to include representatives from the House, Senate, and legislative council separately

Reduces legislative assembly members' terms on the commission from four years to two years

Adds a vice chairman position to the commission's elected officers, alongside the existing chairman and secretary positions

Requires all commissioners to be licensed attorneys in good standing with the North Dakota State Bar Association at the time of first appointment

Removes expense reimbursement restrictions for commissioners who served five years on the commission but less than twenty years in the legislative assembly, allowing all appointed and life member commissioners to receive expense reimbursement
