Removes an existing exemption that protected all nonconfidential information in personnel records of employees of certain public entities (as defined in section 44-04-17.1, subdivision c, subsection 13)

Reorganizes existing personal information exemptions for public employees into a clearer structure, specifying that protected information includes home address, personal phone numbers, photographs, medical information, motor vehicle ID numbers, payroll deduction information, dependent/emergency contact details, and financial account numbers

Clarifies that while the type of leave taken by an employee is exempt, the amount and dates of leave taken are public record; information about leave applied for but not yet taken remains exempt until the leave occurs

Updates a cross-reference in Department of Corrections and Rehabilitation internal investigation records statute from "subsection 6" to "subsection 5" to reflect the renumbering caused by removing the personnel record exemption
