Creates an Office of Entrepreneurship within the North Dakota Department of Commerce, with employees reporting to the commissioner

Requires the office to strengthen policies supporting entrepreneurship growth across all demographic segments and geographic areas, and to collaborate with stakeholders to enhance entrepreneur skills, provide technical support, and expand resource access

Designates the office as a point of contact for businesses operating less than five years to assist with state agency interactions and referrals to other assistance programs

Mandates annual reports to legislative management before August each year, covering work accomplished, collaboration events, number of participating new businesses, and recommendations for improving entrepreneurship including regional challenges

Exempts all financial records created or received by the office from public disclosure under section 44-04-17.1
