Expands North Dakota's safe haven law to allow parents to leave infants less than 60 days old in newborn safety devices (baby boxes) at approved locations, in addition to the existing option of leaving infants under one year with on-duty staff members.

Defines "newborn safety device" as a temperature-controlled, ventilated device physically attached to an approved location building, staffed 24/7, equipped with an automatic alarm system, and positioned for employee visibility.

Prohibits approved locations from inquiring about the identity of parents or agents who use newborn safety devices and requires confidentiality of any known identifying information, unless the infant appears harmed.

Provides immunity from prosecution under child abandonment statutes for parents or their agents who leave infants under the safe haven provisions, and grants civil and criminal immunity to approved locations accepting infants.

Passed the House 91-0 and Senate 44-2 during the 69th Legislative Assembly (2025 session).
