Requires victims to file a verified statement of lien with the county recorder within one year; perfected liens receive retroactive priority over all other liens on the pipeline

Establishes a 14-day satisfaction process and 30-day window to commence civil action, after which unchallenged liens are forfeited

Mandates that in bankruptcy proceedings, trustees must hold twice the amount of alleged damages in trust for future victims for one year after the owner ceases CO2 operations in the state
