Removes special restrictions on hydroelectric facilities for qualifying for renewable electricity and recycled energy credits, eliminating previous requirements that hydroelectric facilities have an in-service date of January 1, 2007 or later

Eliminates the exception that previously excluded older hydroelectric facilities (pre-2007) from counting toward the state's renewable electricity and recycled energy objective

Repeals Section 49-02-30 of the North Dakota Century Code relating to energy from hydroelectric facilities

Allows all hydroelectric-generated electricity to qualify for renewable energy certificates regardless of when the facility became operational, provided it meets Public Service Commission tracking and verification rules
