Increases the small estate affidavit threshold from $50,000 to $100,000, allowing estates valued at or below this amount (less liens and encumbrances) to be administered without formal probate proceedings

Permits successors to collect personal property, debts owed to the decedent, stocks, and other assets by presenting a sworn affidavit 30 days after the decedent's death

Requires the affidavit to certify that no application for a personal representative is pending or granted in any jurisdiction
