Adds a new prohibition against wearing masks, hoods, or face-concealing devices with intent to conceal one's identity while congregating in a public place with other masked individuals

Existing law already prohibits face coverings worn to intimidate, harass, evade identification during crimes, or escape after being charged with or convicted of an offense

Exempts public gatherings for Halloween, masquerades, or similar celebrations from the new group masking prohibition

Violation of the mask restrictions constitutes a class A misdemeanor
