Maintains confidentiality protections for premises identification, animal identification, and animal tracking information collected by the state veterinarian, exempting it from open records laws

Removes the provision allowing disclosure of animal identification information to the North Dakota Stockmen's Association under section 4.1-72-05

Repeals sections 4.1-72-05 and 4.1-72-06 of the North Dakota Century Code relating to the administration of federally sponsored animal identification programs

Retains limited disclosure exceptions for written consent, federal law authorization, disease control purposes, criminal investigations, and court orders
