Removes the capital construction spending cap on tribal health care coordination fund distributions, which previously limited capital construction spending to 50% through June 30, 2025, and 35% thereafter

Tribal governments must use distributed funds for the CDC's ten essential public health services and development or enhancement of community health representative programs

Requires tribal governments to submit annual reports on fund usage and biennial independent audit reports to the department

Fund distributions are proportional to federal funding received from care coordination agreement service requests originating within each tribal nation
