Adds owners of authorized gaming sites as a new category subject to Attorney General fines for gaming violations, with penalties ranging from $250 minimum to $2,500 maximum per violation

Restructures existing fine provisions into lettered subsections (a-d) for organizations, distributors, manufacturers, and site owners without changing the fine amounts for the first three categories

Organization fines remain $25 minimum up to 2% of average quarterly gross proceeds or $5,000, whichever is greater; distributor fines remain $100-$5,000; manufacturer fines remain $500-$250,000

Fines may be imposed in addition to or in lieu of license suspension or revocation for failure to comply with gaming laws or rules
