Removes the restriction that limited state library services to North Dakota citizens "who do not have adequate library facilities," allowing all citizens to access state library materials

Expands the state librarian's authority to make library materials available to libraries statewide, state department personnel, and all North Dakota citizens without qualification

Amends Section 54-24-03 subsection 4 of the North Dakota Century Code regarding state librarian powers and duties
