Expands orientation requirements for new legislators to include four specific areas: floor and committee procedures, appropriations procedures, legislative technology tools, and constitutional law/legal principles

Adds a joint session requirement where constitutional officeholders must present reports as directed by legislative management, in addition to the governor's budget presentation

Changes terminology from "persons" to "individuals" throughout the relevant code sections

Maintains the December timeframe (first Monday or between December 1-15) for the organizational session in even-numbered years
