Requires city and county governing bodies to recognize nonfederal candidate campaign committees, nonfederal political action committees, state political parties, and legislative district party committees as "public-spirited organizations" eligible for gaming permits

Authorizes these political organizations to conduct raffles and use the net income from raffles for political purposes

Removes previous language that broadly defined "public-spirited use" to include political purposes, replacing it with a specific exception for political organizations conducting raffles

Maintains existing prize limits for public-spirited organizations: maximum primary prize of $8,000 and total prizes not exceeding $40,000 per year

Amends Section 53-06.1-03 of the North Dakota Century Code governing gaming permits and licensing requirements
