Repeals six sections (54-66-05 through 54-66-10) of the North Dakota Century Code governing the ethics commission's complaint process

Revises definitions and procedures for ethics enforcement, replacing "complaint" with "alleged violation" that requires a formal written allegation issued by majority commission vote

Narrows conflict of interest disclosure requirements for legislators from "direct, unique, substantial, or individual interest" to "unique and individual interest" and declares the act an emergency measure for immediate effect
