Adds a new voting restriction for drainage project elections: landowners who have failed to pay their required assessments are prohibited from voting on whether to obligate the district for costs when repair expenses exceed the six-year levy limit

Maintains existing law allowing up to $4 per acre annual maintenance assessments on agricultural lands benefiting from drainage projects

Preserves two assessment methods for districts: proportional assessment based on original or reassessed benefits, or uniform assessment across all agricultural lands
