Mandates disclosure filings with the Secretary of State within 10 days of disbursing more than $200 in traceable funds, with information made publicly available online in searchable format within 48 hours

Requires political advertisements to disclose the names of the three largest donors of traceable funds, with statements identifying them as "the top three donors that helped pay for this advertisement"

Establishes enforcement authority for the Secretary of State to investigate violations with or without complaints, and imposes fines of two to three times the monetary value of violations; structuring transactions to evade reporting is a class A misdemeanor

Allows donors to opt out of having their funds used for political expenditures before those funds are spent, and exempts 501(c)(3) nonprofits, political party committees, candidates using their own funds, and candidate committees from the "covered person" requirements
