Adds a new requirement that a private person may only break into a building to make a citizen's arrest if they reasonably believe an individual inside is at imminent risk of serious bodily injury or death

Retains existing requirements that the felony must have been committed in the arresting person's presence, admittance must be refused, and the person must announce their purpose before entry

Amends Section 29-06-22 of the North Dakota Century Code governing citizen's arrest authority

Passed the House 82-11 and the Senate 45-1
