Amends North Dakota Century Code section 23-02.1-15 governing delayed birth registration procedures for individuals born in the state whose births were never registered

Adds new provision requiring that birth records issued through judicial determination may not indicate on the record that it was issued by judicial determination

Changes terminology from "regulation" to "rule" regarding Department of Health and Human Services authority to prescribe evidentiary requirements and dismiss inactive applications

Maintains existing requirements that delayed registrations (one year or more after birth) be marked "delayed" with the registration date shown and evidence summary endorsed on the record

Prohibits registration of live birth reports for deceased individuals one year or more after their date of birth
