Creates three new barber license categories: restricted barber (limited to specific competency areas, must work in a host shop), temporary barber (valid up to 3 months while awaiting exam results), and retired barber (for those 65+ or with 20+ years experience, limited to 5 days per month)

Requires minimum 1,100 hours of training in sanitation, safety, laws, and rules at a licensed barbering school or public school program for full licensure, or one year of active licensure in another state

Mandates 6 hours of continuing education every two years for barbers and barber instructors, with an August 1st deadline, completable through seminars, workshops, conventions, or video courses

Authorizes the Board of Barber Examiners to appoint two additional nonvoting ex officio members (not required to be licensed barbers) for shop inspections and office duties

Increases instructor license renewal fee from $25 to $250 and authorizes the board to impose fines for continuing education violations
