Allows public or nonpublic school employees to make delinquency referrals to juvenile court, in addition to law enforcement officers, if they have reasonable grounds and knowledge of the alleged facts

Requires schools to exhaust all internal discipline policies and document unsuccessful interventions before referring a child to juvenile court for infractions or misdemeanors committed on school property

Exempts certain serious offenses from the intervention requirement, including drug offenses, crimes against persons, sex offenses, and offenses involving firearms or weapons

Preserves law enforcement authority to investigate school-based offenses, conduct searches, take custody of children, and protect school safety
