Legislative management must study during the 2025-26 interim the feasibility of establishing a government spending database that would track expenditure details including amount paid, payment date, recipient name, paying entity, and employee position for personnel payments.

School district expenditures would include additional tracking of educational materials such as curriculum descriptions, textbook publishers and authors, and software specifications with developer identification.

Database must be evaluated for technical capabilities including search functions, data aggregation tools, download options in common formats, anonymous salary and benefit information, and regular updates.

Study requires review of training needs for school board members, superintendents, principals, and business managers on database use, covering best practices, personnel management, financial operations, facility planning, and regulatory compliance.

Legislative management must report findings and recommendations with any necessary implementing legislation to the 70th Legislative Assembly; passed House 83-8 and Senate 42-4.
