Adds new definition of "evaluation" as a property value estimate for real estate transactions where federal law does not require a formal appraisal, distinguishing it from the more rigorous "appraisal" process

Exempts persons who are not licensed appraisers from permit requirements when preparing or providing evaluations for federally regulated financial institutions

Allows licensed, certified, and apprentice appraisers to conduct evaluations (in addition to appraisals) when permitted by law, without being bound by full uniform standards of professional appraisal practice

Requires evaluations prepared by appraisers to be conspicuously labeled as evaluations, not appraisals, to prevent consumer confusion
