Amends North Dakota Century Code section 28-32-10 to update requirements for abbreviated newspaper notices when state agencies engage in administrative rulemaking

Requires notices to include a short description of the general subject matter of proposed rules, in addition to existing requirements for contact information, deadlines, and hearing details

Authorizes agencies to optionally include a QR code in the notice providing access to the full notice or additional information about proposed rules

Maintains existing format requirements: display-type format with minimum width of one column (approximately 2 inches) and minimum depth of approximately 3 inches, with a headline describing the topic

Passed unanimously in both chambers (House: 91-0, Senate: 46-0)
