Replaces the complaint-based enforcement system with a formal "enforcement action" process requiring the North Dakota Ethics Commission to issue written "alleged violations" by majority vote before proceeding against lobbyists, public officials, candidates, political committees, or contributors

Removes provisions allowing oral complaints, anonymous complaints with documentary evidence, informal resolutions, and complainant confidentiality protections from the ethics commission process

Repeals three existing code sections (54-66-06, 54-66-07, 54-66-09) related to complaint notification, informal resolution procedures, and penalty/referral processes

Requires enforcement action proceedings to remain closed meetings unless a final commission order is issued and upheld by a court on appeal, rather than becoming public upon penalty imposition

Expands appeal options for respondents to include district courts in the respondent's county of residence, Burleigh County, or the county where the alleged violation occurred, with a 30-day filing deadline after final commission order
