Limits firearm restrictions in publicly owned buildings to nonpublic areas only, rather than the entire building

Adds university system buildings as a location where firearms are prohibited

Maintains existing exemptions for law enforcement, military personnel on duty, security personnel, gun shows, state/federal parks, and individuals with concealed carry licenses in approved church settings
