Eliminates the existing graduated speeding fine schedule (ranging from $5 for 1-5 mph over to $100+ for 46+ mph over) for roads with speed limits of 65 mph or lower, consolidating these into a simplified fee structure

Establishes a $100 surcharge for speeding violations of 21+ mph over the limit in zones under 75 mph, and 16+ mph over in zones of 75 mph or higher

Removes the provision allowing cities to set traffic violation fines up to 100% higher than state statutory fees for equivalent violations

Removes the exemption that prevented jail commitment for nonpayment of city traffic fees, meaning unpaid traffic fines may now result in incarceration (up to 30 days) like other municipal fines

Retains separate fee schedules for highways over 65 mph ($2/mph for 1-10 over, $20 plus $5/mph for 11+ over), school zones ($40 base), and construction zones ($80 base)
