Adds two new grounds for the administrative rules committee to void agency rules: "absence of necessity" and "absence of reasonableness"

Changes the standard for finding a rule arbitrary or capricious from requiring both ("and") to requiring either one ("or")

Removes the committee's ability to void rules at the initial meeting; committee may only hold consideration for one subsequent meeting

Automatically voids emergency rules if no agency representative appears at the held-over meeting; for non-emergency rules, the committee may void, allow, or hold over again

Shifts authority to amend or create rules from the agency to the committee, requiring only that the committee find the change "reasonable" rather than necessary to address specific statutory concerns
