Adds violations under section 39-08-01 (DUI) as grounds for officers to request onsite screening tests, in addition to moving traffic violations and traffic accidents

Broadens the scope of administrative hearings for test refusal to include whether the officer suspected a DUI violation and whether the person's body contained other drugs or substances

Changes "must not revoke" to "may not revoke" regarding license revocation when an individual refuses a screening test but provides a sufficient sample for a chemical test under section 39-20-01

Updates the definition of "chemical test operator" to include certification for analyzing oral fluid samples and testing for other drugs
