Creates an open meeting exemption allowing township supervisors to gather for onsite inspections without triggering public meeting requirements under North Dakota Century Code

Exemption applies only when the township lacks staff capable of making the inspection, or when the board of supervisors serves as both township officers and staff

Requires boards to make good-faith efforts to notify news media that have filed written requests for notice, using telephone or other standard notification methods

Amends Chapter 44-04 (open meetings) and Chapter 58-03 (township government) of the North Dakota Century Code
