Amends North Dakota Century Code section 15.1-27-04.1 regarding the calculation of state aid payments to school districts based on baseline funding and weighted student units

Reduces the percentage of local revenue types deducted from state aid calculations from 75% to 65% for determining state aid payments, effective after June 30, 2025

Phases out tuition revenue from air force base federal impact aid agreements from state aid calculations, excluding 85% in 2025-26 and 100% in 2026-27 and thereafter

Updates the reference year for calculating sinking and interest fund mill levy percentages from 2022 to 2024 for revenue deduction purposes

Maintains the per-weighted-student-unit payment rate of $11,072 for the 2024-25 school year and thereafter, with state aid calculated as the greater of three formula options
