Removes the "unique or complex situations" exception that previously allowed the department to extend the 45-day initial review period for dam and dike applications

Water resource boards must decide complaints about dams, dikes, or drainage within 120 days; the department must decide appeals within 120 days or the appeal is automatically denied

Drainage permit applications must be referred to the appropriate water resource district within 120 days; if the department fails to refer within that period, the district may approve the application with reasonable conditions

Amends four sections of North Dakota Century Code (61-16.1-38, 61-16.1-53.1, 61-32-03, and 61-32-08) to establish consistent permit processing deadlines across water resource permitting
