Amends North Dakota Century Code section 61-16.1-45 regarding maintenance of assessment drains funded through special assessments on benefited lands

Requires votes on drainage project questions (when costs exceed six-year levy limits) to be recorded votes, with the board maintaining records of votes for and against

Landowners who vote against a drainage project become ineligible for board approval of surface or subsurface drainage under section 61-32-03.3 for five years following their negative vote

Maintains existing assessment caps of $4 per acre for agricultural lands and $2 per $500 of taxable valuation for nonagricultural property
