Authorizes the state treasurer to invest moneys in the federal environmental law impact review fund and environmental impact mitigation fund in accordance with state investment guidelines

Expands permitted uses of the environmental impact mitigation fund to include purchasing and maintaining conservation easements or leaseholds for habitat mitigation

Grants the agriculture commissioner authority to purchase and hold easements or leaseholds in the state's name, with requirement to terminate them when no longer necessary

Requires wind energy conversion facility operators who elect to make environmental mitigation payments to submit them to the agriculture commissioner, while making such payments optional for other energy conversion and transmission facilities
