Establishes annual legislative sessions in North Dakota, with the legislative management determining the specific date and time of reconvening each year, no later than January 11th

Limits each annual session to a number of days determined by the legislative assembly, which must be scheduled within a 70 calendar day period each year

Allows the legislature to reconvene after adjournment as determined by legislative management, provided total session days do not exceed constitutional limits

Requires legislative management to develop rules for annual sessions to serve as temporary rules for the 70th legislative assembly during organizational session

Effective date of August 1, 2026, with the temporary rules provision expiring December 31, 2026
