Prohibits any person, state agency, or political subdivision from adopting, implementing, or enforcing "extreme risk protection" (red flag) laws that would restrict firearm access based on an individual being deemed a risk to themselves or others

Defines "arm" broadly to include weapons, ammunition, parts, equipment, armor, and accessories used for self-defense

Exempts domestic violence protection orders and involuntary commitment orders issued under chapters 14-07.1 and 25-03.1 from the prohibition

Bars state agencies and political subdivisions (except the Department of Health and Human Services) from using any personnel or funds to enforce extreme risk protection provisions

Classifies violations of this section as a class B felony
