Amends the deer lottery license application process to allow all unsuccessful applicants to donate their license fee to the Private Land Open to Sportsmen (PLOTS) program, replacing the previous option to donate only the refund amount

Donated funds are deposited into the Game and Fish Private Land Habitat and Access Improvement Fund and allocated specifically to the PLOTS program
