Adds statutory definition of "absconded" for probationers, parolees, and program participants as willfully avoiding supervision by making whereabouts unknown or failing to report to supervising authority

Revises "risk assessment" definition to specify use of validated, standardized actuarial tools administered by trained corrections professionals to identify reoffending risk factors and responsivity factors

Eliminates mandatory $55/month probation supervision fees and removes court authority to order reimbursement of indigent defense costs as a condition of probation

Removes $35 nonrefundable application fee for indigent defense services in district court and eliminates civil recovery provisions for collecting indigent defense reimbursement

Directs legislative management to study court fines and fees during 2025-26 interim, including fees for travel permits, presentence investigations, drug court, electronic monitoring, and 24/7 sobriety program, with report due to 70th legislative assembly
