Expands the public safety retirement plan to include dispatchers and emergency medical services personnel alongside peace officers, firefighters, and correctional officers, with eligibility requiring at least 32 hours per week and 20 weeks per year of employment.

Renames the "law enforcement retirement plan" to "public safety retirement plan" throughout the North Dakota Century Code.

Prohibits new public safety retirement plan members from participating concurrently in any other retirement plan administered by the public employees retirement system.

Sets contribution rates for dispatchers, emergency medical services personnel, and other covered positions at 4% of monthly salary (increasing incrementally), with employers contributing actuarially required amounts to support benefits.

Removes the separate retirement benefit calculation for state-employed peace officers (other than Bureau of Criminal Investigation), consolidating them under standard retirement benefit formulas.
