Amends North Dakota Century Code section 15.1-19-09 governing K-12 student suspension and expulsion procedures

Removes the restriction that expulsions for insubordination, habitual indolence, or disorderly conduct cannot extend beyond the current school year, now allowing expulsions up to 12 months regardless of school year boundaries

Requires school districts to consider severity of infraction, student's age, and disciplinary history when determining expulsion duration

Allows school districts to reduce expulsion duration if students meet district-established reinstatement conditions

Changes statutory language from passive voice ("may be suspended/expelled") to active voice clarifying that school districts hold the authority to suspend or expel students
